| PATRICIA OLDENDORFF 17 crew members tested positive for coronavirus Sep 29 12:07The 'Patricia Oldendorff' has reported eight new positive coronavirus cases in the past 24 hours, taking the total number in the cluster to 17 as of Sep 29. The vessel had arrived from Manila with 10 infected crew members now in hotel quarantine and only seven left on board the vessel. Two of the crew members were being tested to see if they previously contracted the virus by the WA Medical Assistance Team (WAMAT). The ship was in need of nine sailors, as 13 were required to effectively run the vessel. The cluster did not put the wider community at risk of infection. | VALDIMAR All 14 crew members infected with COVID-19 Sep 29 12:34All 14 crew members of the 'Valdimar-GK 135' have tested positive for SARS-CoV-2. The crew members began experiencing symptoms late on Sep 24, 2020, while fishing near Southeast Iceland. The seafood company Þorbjörn contacted the Civil Protection Department, activated COVID-19 procedure it had put in place in spring, and continued to followed developments. The captain decided to sail to Njarðvík as the vessel had a slot booked in the shipyard there. The ship had been close to Höfn, Southeast Iceland when the decision to sail for Njarðvík was made. The crew had to sail for nearly 24 hours through stormy weather in order to reach the Njarðvík harbour on Sep 27, where all were tested and proved to be infected with the novel coronavirus. The 14 crew members wree now in isolation, with symptoms of varying severity. It was not known how the virus got on board the ship. | ANITA Yacht crew still stuck in New Zealand Sep 29 12:42The crew of the 'Anita' was still being held in police custody while they continue to wait for a flight home. A Warrant of Commitment hearing took place on sep 29 with the court granting INZ permission to detain the crew until Oct 2. The crew, aged in their late twenties to early thirties, were intercepted by NZ Customs in the afternoon of Sep 25 as they headed into Opua. NZ Customs had been alerted that the boat was still planning to breach New Zealand's border restrictions after being denied exemption Visas by the Ministry of Health. The German nationals were taken to Auckland where they are being detained in police custody. Arrangements were underway to send them home but the limited flights out of New Zealand due to Covid-19 meant it could take a few days for the trio to depart. The yacht was moved from the Quarantine Dock to another berth at the Opua Marina on Sep 25 where it remained while an investigation was carried out by NZ Customs. The vessel was liable for seizure and duty liability under the Customs and Excise Act and was being held in Customs' control pending further investigation and evaluation. The timeframe for the investigation was unknown at this stage. Residents in homes overlooking the bay spotted the yacht coming in the afternoon with a yellow flag on its mast indicating it was from overseas. The 'Anita' arrived about 3 p.m., escorted by the Customs NZ patrol vessel 'Hawk V'. The crew was making no secret of the yacht's arrival flying its yellow maritime flag which was used to indicate that a vessel was free of quarantinable disease and request boarding and inspection. There was a large crowd gathered at the marina including customs officers, three police cars and a pop-up Covid testing station. While no charges have been laid against the crew, Immigration NZ said the refusal of entry to New Zealand could have long-term consequences. Their visa waiver status could be suspended and it could affect their ability to travel to other countries. The Ministry of Health confirmed at the weekend that all three had returned negative Covid-19 tests and had been isolating on the boat for more than 14 days. ANITA Crew of German yacht detained in Opua Sep 26 22:03Three Germans who sailed to the Bay of Islands on the 'Anita' have been detained while Immigration NZ makes arrangements to remove them from the country on the next available flight. The yacht arrived in Opua in the afternoon of Sep 25, 2020, despite being declined permission to enter the country by the Ministry of Health. They had requested an exception to the Covid-19 marine border restrictions for their vessel, but chose to set off on their voyage before receiving approval. The 'Anita' was met by the Customs NZ patrol vessel 'Hawk V' and escorted to a quarantine dock at the Opua marina. The Ministry of Health confirmed the vessel did apply for an exemption, “albeit after they had already sailed for New Zealand. They applied for exemptions on two grounds, humanitarian and bringing the vessel to New Zealand for repairs. Their application was declined because the Director-General of Health was not reasonably satisfied that the ship had a compelling need to arrive in New Zealand that reached the high threshold required for either of these exemptions. | COSTA RICAN STAR Engine trouble off Selsey Bill Sep 29 13:30The 'Costa Rican Star', while en route from Antwerp to Abidjan, suffered a fault in the main engine in position 50 25 55.8 N, 000 30 49.8 W, about 21 miles south-southeast of Selsey Bill on Sep 28, 2020, at 5.30 a.m. The fault was rectified by the crew, and the vessel was underway again at 6.50 a.m. with an ETA as of Oct 6. Container loss off Cap de La Hague Jan 28 2014 10:44On Jan 27, 2014, around 7:30 ,a.m. the "Costa Rican Star" notified the CROSS Joburg about losing two empty containers. The reefer was located west of the traffic separation scheme of the Caskets, about 50 nautical miles west of Cap de la Hague (Cotentin). The CROSS Joburg immediately informed the vessels transiting the area. The maritime prefecture then issued an urgent notice to mariners. The Maritime Operations Centre deployed an EC 225 helicopter of the French Navy base in Maupertus to investigate the situation. Due to the relatively accurate initial position provided by the ship the helicopter crew quickly identifed the two containers and marked the boxes with a tag which allowed the maritime prefecture to track the containers in real time and thus avoid collisions. Around 6:20 p.m., the beacons ceased to work so it was very likely that they sank. | INS Viraat set for dismantling at Alang yard for Scrapped Sep 29 18:09The Centaur-class aircraft carrier of Indian Navy remained in service for almost 30 years and holds the Guinness record for the world’s longest-serving warship The world’s longest serving warship, INS Viraat, which has been the Indian Navy’s prized asset for decades, will be dismantled at Alang, three years after it was decommissioned by the Indian Navy. This Centaur-class aircraft carrier of Indian Navy that remained in service for three decades and holds the Guinness record for the world’s longest-serving warship will be dismantled at the world’s largest ship breaking yard Alang in Gujarat. “This historic warship has sailed almost 11 lakh km, enough to travel the globe 27 times over,” Shipping Minister Mansukh Mandaviya said an event here to bid farewell to the former warship, which was beached at Alang scrapping yard where dismantling will begin in next few days. “Today I pay homage to ex INS Viraat at Alang, Gujarat. INS Viraat served our nation for 30 glorious years and after decommissioning, she is moving towards her last journey for recycling at Alang,” the Minister said. The Union Shipping Minister regretted that efforts to convert the warship into a museum could not succeed. He said several consultations were done but the plan could not materialise as an expert committee reported that it would not last for more than a decade. “The government was ready to spend ₹400-₹500 crore to convert it into a museum but an expert committee said its ferrous won’t last and it may result in an accident. Under the circumstances, we had to bid a tearful adieu to it,” the Minister said. “The Centre ultimately decided to auction the ship,” Mr. Mandaviya said, adding that Alang-based Shree Ram Group won the bid to buy the ship and recycle it by dismantling. At Alang, which is the last resting place for ships, INS Viraat is the first warship to be dismantled here where annually around 280 ships from across the world are brought to be dismantled. Earlier, French aircraft carrier Clemenceau was supposed to come at Alang for dismantling but a massive controversy thwarted the efforts to bring the aircraft carrier. However, it is the second aircraft carrier to be broken down in India. In 2014, INS Vikrant was dismantled in Mumbai. The aircraft carrier had begun its final journey from the Naval Dockyard in Mumbai on September 19, and reached the waters at Alang in Bhavnagar district of Gujarat on September 22 evening. | BULK ARA Report in grounding accident published Sep 30 09:21On March 11, 2018, during the departure from Dampier, Western Australia, under harbour pilot guidance, the 'Bulk India', actually sailing as 'Bulk Ara', suffered an electrical blackout resulting in loss of propulsion and steering control. As a result, the ship exited the channel and ran aground. The ship was recovered into the channel with the aid of tugs, before being taken out the channel, to anchor, for further investigation. The Australian Transport Safety Bureau (ATSB) in its report ehich was published on Sep 11, 2020, found that the electrical blackout occurred because the auxiliary diesel generator engines shut down after the cooling water temperature controller malfunctioned, resulting in overheated cooling water. The ship’s engineers did not immediately identify the problem and were unable to manually operate the cooling water temperature control valve in time to prevent the blackout. In addition the ATSB found that problems in the engine room started about 13 minutes before the blackout, however the two pilots on board were not informed of the situation. This removed the opportunity for the pilots to prepare for the loss of control, and delayed actions that may have assisted in a more timely or more effective response. Further, it was found that the 'Bulk India'’s emergency generator was not fit for service. When the blackout occurred, the engine started but shut down shortly after, due to overheating. The radiator fan belt had failed several months prior but had not been replaced. The vessel’s operator, Kowa Marine Service of Japan did not have in place adequate procedures to ensure that critical spares were identified and their inventory level maintained, to guarantee availability when required on board. The Kowa Marine Service has undertaken a fleetwide programme of continual improvement of its safety management and operating systems, and staff education and training processes. This included actions directed at identification, operation, maintenance and spare parts management relating to critical plant and machinery. Rio Tinto have revised escort towage arrangements for ships departing their facilities in Dampier on the basis of extensive simulation exercises and a review of existing risk assessments. As a result, attendance by a second tug remains in attendance with bulk carriers further along the channel. Furthermore, a comprehensive guidance manual for ship towage operations in Dampier and Port Walcott has been developed. In its report of the incident ATSB urged ship operators and crew members to ensure that systems, machinery and equipment, critical to the continued safe operation of the ship, are thoroughly understood, as well as appropriately maintained and tested. This will reduce the likelihood of an emergency situation relating to these items developing and provide a defence against adverse outcomes, should such a situation arise. | CHRYSANTHEMUM Medevac off Galveston Sep 30 09:24The US Coast Guard medevaced a 28-year-old male from the 'Chrysanthemum' 225 miles off Galveston, Texas, on Sep 29, 2020. The Coast Guard District Eight watchstanders were notified by the captain of the tanker of a crew member who was experiencing extreme abdominal pain. Watchstanders consulted with the duty flight surgeon who recommended the medevac. A Coast Guard Air Station Houston MH-65 Dolphin helicopter crew and a Coast Guard Sector/Air Station Corpus Christi HC-144 Ocean Sentry aircrew were launched to the scene. The Dolphin helicopter crew hoisted the patient and transferred him to awaiting emergency medical services personnel at Ellington Airport in Houston where he was reported in stable condition.
